Um... go to the Chocobo Stables in Upper, Lower and Port Jeuno. There's at least 1 in every nation and there's also 1 right by each Teleport Crystal -- Mea, Dem, Holla and Altep. Not Vahzl though. Those are the only Teleports I know that have one but basically you go up and talk to them and pay anywhere from 90-180 gil to ride a chocobo.
